1. Preheat oven to 375°F (190°C).
2. In a large skillet, cook ground beef over medium heat until browned. Drain excess fat.
3. Add onions and garlic to the skillet. Cook until softened.
4. Stir in flour, salt, and pepper. Cook for 1-2 minutes.
5. Gradually add beef broth, stirring constantly until thickened.
6. Add frozen peas and carrots. Cook for another 5 minutes.
7. Line a pie dish with one sheet of pie crust. Pour in the meat mixture.
8. Cover with the second sheet of pie crust. Seal and crimp the edges. Cut a few slits on top to allow steam to escape.
9. Bake in the preheated oven for 30-35 minutes, or until the crust is golden brown.
10. Let cool for a few minutes before serving.
